【摘要】 阿富汗与巴基斯坦在美国反恐战略中具有举足轻重的地位。长期以来,美国与阿巴两国在反恐合作上矛盾重重、纷争不断。奥巴马的"阿-巴反恐新战略"旨在打击"基地"组织,改善该地区安全形势,确保美国不再遭受恐怖袭击,并恢复其在该地区的主导地位和影响。但美国自身面临着金融危机压力,且阿巴战略显然是一套军事、政治和经济等方面综合治理的战略,阿巴地区法律的缺失以及特有的民族文化与历史情结等长期困扰中亚南亚反恐合作的制约因素并未消除。这一系列困难和障碍不可能使美国成为阿富汗和巴基斯坦的主宰,更不足以破解美国面临的全球困局。

【英文摘要】 Afghanistan and Pakistan hold a vital position in the U.S. counter-terrorism strategy. However, there are many disputes in the anti-terror cooperation among Afghanistan, Pakistan and the U.S. for years. Obama’s "Afghanistan—Pakistan strategy" aims to combat the al-Qaeda, improve the security situation in the region and ensure that the U.S. is no longer the subject of terrorist attacks.
